Measuring for a harness is easy and the correct fit is essential.
From corner of mouth, over poll, to other corner of mouth for the bridle.
& all around length of girth.
Harness will fit if the girth and bridle measurements match.
There is room to punch holes to make it smaller or bigger.
15" Closed collar. Please measure the horses neck correctly to ensure a proper fit for the 15" collar. The bridle has blue accents and also the saddle.

To measure the neck, I typically recommend using a pliable wire to measure that part of the neck where the collar will sit. Once that figure is derived, use the long diameter distance to figure out the length for the collar. That is the inside measurement of the collar.
